Analysis

This resolution reserves and appropriates up to $750,000 from the 2006 Special Purpose Account - Community Services Staffing for the purpose of funding additional police recruit training - 40 recruits - for the second and third recruit classes in 2006. This resolution also specifies that the continuing need for these 40 positions, as well as other vacant sworn positions, shall be evaluated upon submission and review of the Police Department staffing report, which was funded in the 2006 City Budget. This resolution also appropriates the remaining $750,000 from the SPA to the Police Department's Salaries and Wages Account for additional police overtime in 2006. This resolution further specifies that a Community Service Officer program consisting of 15 Community Service Officers shall be implemented with service to begin in the summer of 2007.

Body

Whereas, On May 22, 2006, the permanent vacancies in the position of police officer in the Milwaukee Police Department numbered 172 and the temporary vacancies numbered 17; and

Whereas, Recent events in the City of Milwaukee indicate that public safety concerns are paramount among the citizens, the Police Department and civic leaders; and

Whereas, The 2006 City Budget includes an appropriation of $1.5 million in a Special Purpose Account (SPA) entitled Community Services Staffing, for purposes related to implementation of non-sworn positions of Community Services Officer within the Police Department; and

Whereas, The Common Council approved File Number 050956 on December 13, 2005, a resolution implementing provisions of a budget footnote to the Community Services Staffing SPA which specifies that funds from this SPA are only to be expended for public safety related purposes or overtime with Common Council approval; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the sum of $750,000 be reserved within the 2006 Special Purpose Account - Community Services Staffing (Account Number 0001-1310-SXXX-006000-2006) for the Milwaukee Police Department's Salaries and Wages (Account Number 0001-3310-R999-006000-2006) and Operating Expenditures (Account Number 001-3310-R999-006300-2006) accounts for the purposes of training and equipping up to 40 additional police recruits than is budgeted in 2006; and, be it

Further Resolved, That the remaining sum of $750,000 be appropriated from the SPA to the Police Department's Salaries and Wages Account to fund additional police overtime in 2006; and, be it

Further Resolved, That the City Comptroller is authorized to reserve the sum of $750,000 in the Community Services Staffing SPA and to appropriate from that amount on an as-needed basis to the Milwaukee Police Department's Salaries and Wages and Operating Expenditures Accounts for the purposes of funding the expenditures relating to training and equipping additional police recruits in 2006, and is further authorized to appropriate the remaining $750,000 from the SPA to the Police Department's Salaries and Wages Account for additional police overtime in 2006; and, be it

Further Resolved, That the continuing need for these 40 sworn positions, as well as other vacant sworn police positions, shall be evaluated upon submission and review of the Police Department staffing report, which was funded in the 2006 City Budget; and, be it

Further Resolved, That a Community Service Officer program consisting of 15 Community Service Officers be implemented with service provided by these officers to begin during the summer of 2007.
